how do i know if a domain is banned ?

I found a dropped domain which is about 3 years old but I can not see any indexed pages on google, is this mean that the domain is actually banned from indexing?

Note: here i mean google search indexing and not google adsense

The domain name has no PageRank value, it is LIKELY to be banned.

The domain name has no records with Google. It is either new or MAY BE banned.

BUT are all those facts mean the domain is actually banned ?!!!

shadow like, if your site is found as a scam or lot of potential threats then this happens

if no indexing then i guess yes, but still wait for others

I can not find any indexed pages on yahoo as well ? could it be this was an inactive domain for a long time ?
