Some email hosts requires end user to activate account via Phone verification i.e Gmail, I am not sure about hotmail but if you are looking an application to create multiple accounts then try to search on google for your keyword, also be careful what u download from internet... Also you can hire any developer to create such software for you.
Also, Hotmail uses captcha, as do many email providers so your best bet is to get something that can bypass OCR with Tesseract or if it's google captcha, get something like deathbycaptcha.
