http://torrentfreak.com/cria-launches-assault-on-major-bittorrent-trackers-080527/ for more). It depends if you want the attention or not, but It's always good to have a provider who will stand up for you.
LeaseWeb (Netherlands) still hosts a couple well known torrent trackers, however if BREIN demands them to suspend their services to you, they will do it within 24 hours (at least they have in the past, see

Sweden is still a good place to host trackers, the notorious PirateBay is still hosting there, pending an ongoing trial. They run PRQ.se hosting service, a couple well known trackers host there. A couple other places in Sweden that host torrent trackers are Lacore.se and patrikweb.com , they host some known torrent trackers.
Shinjiru.com in Malaysia hosts some torrent trackers.
Also Colocall.net in Ukraine hosts Demonoid.
FYI, you're definitely going to need at least a VPS to host a torrent tracker, and eventually a dedicated server, as TBDev/TBSource is notorious for It's extremely bad coding, making it use a ton of resources. Keep an eye on projectgazelle.org, basically an extremely hacked TBDev/TBSource that is alot more resource friendly than TBDev/TBSource.
