I am looking for a Windows Server that will work well with Wowza Media Systems I will have maximum 100 viewing roughly 50 streams ( E.G. IN TOTAL NOT 100 PEOPLE WATCHING EACH STREAM but OVERALL 100 PEOPLE WATCHING THE 50 STREAMS). I want to make sure there is no lag in the streams and offshore servers will be recommended please message me.

And one stream needs how many kilobytes or megabytes per second? Or in total how many megabytes is required to be transfered? Any data transfer monthly limit in mind? Any disk space minimum?
 
That is low data transfer rate. Not even 0,5 MB per second
I can offer Windows server within your budget, but im not sure what are you requirements regarding server specs.

That is for one stream and not including out bytes also RAM 32-64-128 any between that disk space im not concered but port should be over 1gbps ofc
 
50 streams is then 50x951.580 Kbits/s which is 47,579 Mbit/s (5.94 MB) if im correct, so that is within 100Mbit/s line.
Within one month of such data transfer you will transfer 15,4 TB of data.

I can provide 1gbps server with 24 CPU threads, 48GB RAM that can transfer 30 TB of data for $190, paid via cryptocurrencies, PerfectMoney.
