Nope you can ask when your re-uploading finished. there is not require to re-upload all of your past video but try to upload as you can to keep your site live .

and people like me who have deleted all videos can't get rewards from inactive videos

lol, not only earning for few time is enough .
if they are not removing old file and getting earning from that then note that they also losing there visitor/traffic .
when visitors found all are the fake videos there nothing inside then no one will comeback .
better to replace old one .
