Different payment methods
Different affiliate programs
Different site features etc...

Actually,it's not illegal.The United States has no law requiring you to pay Federal Income tax.It's been upheld by the Supreme Court on 3 separate occasions.
Don't get statutes confused with laws.A statute isn't a law.Don't believe me? Do a google search for the law.You'll find all kinds of information.
