I think, you have no valid PayPal account .Some country is prohibited sending money via PayPal . Don't worry about it , First make a virtual card (eg: entropay.com )
Then add in PayPal and buy gigs. It will accept all microjob website like fiverr.com , seoclerks.com , GigTin.com ...

SEOClerks.com is the place, which accepts payza and they will add Skrill in next few days. Also they have MoneyGram (no fees) and payonner card. They also came up with their new marketplace i.e. ListingDock.com, excellent place to showcase anything specially crafted items.
