I remember that admin @DropAPK write that IF up the count to 3 Downloads for unique IP per 24 hours. the reason is down rates
- Today is equal in the rules = We counted 2 Downloads for unique IP per 24 hours. (But countries as Spain, France today are of TIER C before in TIER B) in true this move for me is equal in down rates for this countries, else think that would change for TIER C and TIER D = 3 Downloads for unique IP per 24 hours, and TIER A , B = 2 Downloads for unique IP per 24 hours

We choose groups country based on the number of visits and advertisers, we don't have good traffic from Spain so we move other good traffic in place.

When we back good traffic from it we can back again.
