For personal use? If then, don't ask, you can even use any US servers for warez related since you're using it for personal related things. Nobody comes to check your server unless they get reports etc from other parties if they found your IP doing something against the rules. That's the only part you gotta care about, other than that every dedicated server hosting can be used as personal warez server :P
