I am not sure what you mean by a download server. There are many options for various file server types, sounds like you might want a sftp server, I would look at nethserver. its great for providing various technologies and they also have a nice community. with nethserver you can esaily make a sftp, nextcloud, samba share or other file host servers depending on what you need.
