Did you need this in the EU? A server config like this would be easy to do in the US on a slighty weaker processor like Dual L5420s maybe? I'd say a budget of 140-150 would be perfect for what you need at 16GB. If you only need 8GB this is easily available at around 140.00.

You are comparing a server without Dual Windows licenses and probably unmanaged service.. Check back and let me know how much the server is after the Dual licenses. I bet that price goes up sir unless they are using trial licenses, which we are not permitted to do under SPLA agreement with Microsoft.
