It depends on your requirements, for more security and data storage you can select a dedicated server with high prices. But if you are looking for simple tasks and want to play it cheap then VPS will be the best option. The CPU won't harm you much with your choices.
You should go with VPS in this case but make sure that your provider doesn't exagerate with overselling otherwise you will share that CPU with many other clients and the quality of your service may not satisfy your needs.
If you are running the entire VPS and can manage use then a VPS is better,
otherwise I would always go with the dedicated option. The more control
