If you mean a landing page such as "http://wellysworld.com/store/" then this is really easy to do if you have knowledge with HTML and CSS. You may need some other languages depending such as: PHP, jQuery etc.

Or you can find a HTML template for one of these and then modify it to suit your ability.

by static do you mean the header that doesnt move??
