I did my first project with him, great coder! he communicated with me all along, unfortunately i had some problem but we sorted it out.

Yes I am capable of such work and I am interested. However, I do not have a set price. It depends on how many hours I need to work.

It means that he can make a desktop application for image hosts, and that he doesn't have a set price.
The price depends on the amount of hours that it takes in order to complete the application.

$10.00 per hour... So if the application takes 5 hours to code, then the total cost will be $50.00

I used this guy a couple years ago and he made me a half working app then disappeared for several months over Christmas, When i finally got hold of him he said he would refund me half my money but he could only do it when he got more work so i waited even more, He eventually refunded me $5 out of the $25 he said he would refund me, then he stopped responding to any of my PM's Ive gave him several chances to refund me but doesn't seem to want to do the decent thing so thought i would just post a review here if anyone is thinking of using him don't do what i did and trust him, Wait untill you've got a fully working app.
