Create category same name tag - Help

I want, some post has " Dog" tag it make category "Dog" . all ready has this "dog" cate move post it. how it make.

"tags to converter" is not successful . i need automatically do.

automatic tagger plug get tags. i want that some tag make category or move category previously made

Please help me guys.
