I am not sure what you mean by offshore, nor do you mention what type of hosting you want. But if you are looking for cheap, you may want to look at Namecheap and Fast Moose to see if they are within your budget. I use both. I just started with Fast Moose.
Tip: Since hosting companies offer low-cost plans for new accounts, check the price they will charge at renewal time. The standard rate could be substantially higher.
