You just have to zip the License.txt with the Software and then let users download the file. Then it's legal

What localh0st said is right and everyone else is wrong for the most part. You have to have the permission, it's not just as simple as keeping the copyright. Take for example something like Wordpress, PHPBB, VLC Player, Chrome or FireFox. They are all free but your not allowed to host them for download.

The reason is simple: Security

You could modify them and then host them on your websites available for download and then hack everyone. This is why your not allowed in most cases to host stuff even if it's free.
Your allowed to partake for example in the case of FireFox and offer to host it for Download but it's FireFox who have control of the files not you.

Hope this helps clarify what you can and can't do.
