Do you need a dedicated server or a VPS ? if dedicated you won't find such thing for that low budget. if VPS then I guess you will find a provider who can suite your needs browsing VPS forum offers.

as I said in #2 post its very cost effective solution. but don't expect things will be safe. in 1 or 2 months IP disclosure will be possible
