Yes it can be coded from PSD. All templates are made this way .. you just need a coder.

Also, I'm not saying you cannot do it in photoshop, it will just be strict when coming to edit it. Not that I've used photoshop but isn't it just images no css.

Nemesis - most layouts are designed in photoshop then u can use dreamwaver or notepad or w.e to code them

I didn't know that mate. I just thought you just used photoshop for the images.
Not the boxes where links go etc.
