Hoster is over limit of ressources, rates are go down, upload limits are go down, reencodes are to long and so much bugs in script.
I think in 4 weeks is this hoster down.

Encodings are fine, upload limits is because of you, you are a junk uploader, who mass-uploads videos on bitporno and then doesn't link/share it. So why complain?

It depends on the ad rates and conversion rate.... some advertiser for these countries pay good and some not...

These are also countries too, that have few views yet, it means they are not stable rates... But Brazil and other is stable rates.
Looking at the comments here and my own experience, payment within 48 hours is a rather unusual situation.
So you should change it to "We usually pay out within 1 week, and only occasionally within 48 hours." to reflect reality.
I never got any payment within 48 hours from you, no matter which payment method I use it always takes a long time.
My last payment isnt even marked as confirmed.

80% of the payments are processed today. Because of requests from asian users, PayPal is re-introduced again, however i cannot guarantee that the payments arrive safety with PayPal.
