dont think its limited to UK or US . you just need to have a premier level paypal account and you can then send invoices or money request to anyone you wish and they can pay with CC.
my friend is from UAE and he can accept CC with his premier paypal .

oh wait. you want this for replica website. then forget about paypal ! the moment they find out you are using ur account on a Replica watch website your account will be blocked. this kind of usage is against their AUP !
