It depends. Both have the same tools for "web masters".
Windows based, I'd go for "Windows XP Professional" or "Windows 7 Ultimate"
Linux, I'd use "Back Track 4" or "Ubuntu"

I haven't used a mac in a few years, and never used Chrome OS so can't really comment.

I'm still on WinXP and Win95. Win95 is stable and works well. You just do not get updates for it anymore.
