there is no best keyword tool, you must combine all of them. For example, keyword planner is used to check the adwords keywords.

I have used long tail pro in the past and I wasn`t too satisfied. In my opinion your best bet is to use Google`s tools.

I only use keyword planner, google itself auto suggest or ubersuggest (for long tail keywords ideas)
