best free control panel ?

i wanna know that is the best free control panel

will cp cost 35$ per month
and direct admin cost 15 $
of course for dedicated

but i know there is also webmin ISP config . . . .


i wanna know also there is any free control panel that u can create user ???

CPANEL is better (but it is costly)
KLOXO is GOOD(but it has many flaws. SOmetimes it may not load. Some time after restart ur VPS wont come up & etc)

Direct admin is my best alternative so far, but webmin is good too.
