Sadly, changing a VPS won't help as there is no VPS issues. Everything is fine on the VPS end. We checked several times for you. Load is below 0.30 all the time which is great. The culprit is somewhere in your WordPress setup or one of its poorly optimized plugins which makes the site slow, or at least makes it look slow to you. Host-Tracker shows 0.33sec average response time, which is honestly very very well.

I have seen this issue many times. Honestly, I recommend backup up your wordpress database, and doing a clean install. Maybe it wasn't "hiccuping" when you visited it. Clients believe it is server issues, when indeed its the fault of a plugin, or malicious code injection. OP, do a backup of your users and posts, wipe everything, clean install. That will most likely fix your issues. You can also view your logs before hand, just to make sure. Server owner (Host), are you able to look at your processes and find out what is jumping up the resource usage, because I can guarantee if its running slow its causing a spike in resource usage. If not, it may just be on the OP's side. There are a lot of different things to take into consideration here. I would start by figuring out if it is indeed the host's problem, or the OP's side.
