For sure the majority of forums do not allow link shortening, but if all? I'm not sure. There are so many forums that it's almost hard to believe that all of them would stick to the same rules.
Nevertheless, it'd be safer to spread links via social media or personal websites and blogs.
I find it annoying & frustrating & i'm not aware of any forums that allow it, i certainly wouldn't on any of my sites but that is just personal preference, best to start up your own forum/site & use it there..
It's not going to be easy finding an active forum which will allow you to do this, most large warez forums are already aware your simply trying to make money off their website and they won't put up with it. If you really want to make some bucks with link shortening and warez, your much better off either building your own forum or just a blog. Managing and getting traffic to a forum will be a lot more work than a blog, you just need to think about how you can promote the website obviously in a popular warez forum all the traffic is there already.

if you need their allow you ..you must give donation as Vip members make a deal with the forum owner.
many poster just need make profit but no need give support or contribution, their think with active forum they has been give support/contribution to the site..hahah lol
