I think the answer is no,paypal blocked all filesharing accounts.

Turbobit still pay uploader via PayPal, but no host accept PayPal as payment method to buy premium.

well a host can accept paypal. however they have to comply with this outrageous list of demands from paypal. Most won't bother though as there are too many other alternatives.

filesmonster still pays via paypal but cant upload videos to its server anymore unless you have copyrighted of them.But it is ok you can seperate links from catalog and get paid from %35 till %50.

FileRose is another one that's had their official thread here closed - not a good sign.
And they appear to be severely restricting free downloads.
