Advice on building a social exchange.

I would like to build a new social exchange. Including time to learn the programming skills necessary how long would this take me? At the moment I can only code html and I know this is far to basic, would it be easier to pay someone to build it?

If you stick with the basics in coding the site. Php , Mysql, Jscript and it's usb cultures :LOL: than I would say 1 to 2 years to do it right and test it.
