Big diffrence between OVZ and KVM/XEN in terms of overselling and performance.
Also; location? Regarding IP's/Locations i can get my IP's at $0.20 cents each in the US, but in the EU, about $0.80 to $1.20.
Does your VPS Provider not have a control panel? Most use SolusVM, which has a reinstall function or mount an ISO function which you can use VNC to install (KVM/XEN)
