Well, server.lu would, leaseweb & hostkey too... Might be fine to start with, and move to a better host when I'll have more traffic... But i was wondering if there are other hosts that offer dedicated in that kind of price.. There are in germany/france/usa but i'd prefer to avoid these...

I would recommend installing something else than Utorrent. Deluge is great, and react even better in the swarm... Then you have a web ui if you want to connect to your server via an http page, or you can just install deluge in your desktop and connect to your server that way... Rtorrent...
