No. It allows you to submit your links to several DDL sites under several domains. As an uploader you want your links to be downloaded as many times as quickly as possible. This results in thousands of thousands of downloads which results in huge money.
The other thing it allows does is put high paying adverts on the submitted pages which result in even more income and the whole thing is centrally controlled from one script.
@w3bpr0jectz: I'd be amazed if their's any other large sites doing it on this scale but I'd love to hear the sites you think are doing it.
@Marz: You need hardly any money. All you need is a cheap reseller server and about $20 for 20 cheap .info domains. The phpbb script is free as are the themes. You just set everything up and watch the money roll in.

not this many domains but I've see other forums with 5-6 domains but practically the same site. and if you post on one forum your post appear on the other domains too. whether its just one server and multiple domains or there are different servers/separate forums(mirrors) I didn't bother to investigate.
but now on katz I think if the links are the same you can't add the post again.

I did a quick check and one forums has over 20 different domain names with different ip's.
but they are just mirrors on the same forum. even the title is the same.
another site was having 10 maybe more domains but the same ip.
do they get more traffic and downloads this way who knows.
so there are different approaches but basically the same idea. make many mirrors with different domains.

I noticed this some time ago, most .info domains were posting the same rubbish.
I deleted all .info submits DELETE FROM `wcddl_downloads` WHERE `url` LIKE '%info/viewtopic%'
and changed to whitelist
That's going a bit far deleting all .info domains is it? I suppose your only deleting info domains on phpbb.
I've just used this:

Remember if their all on the same server it's not like you have to upload phpbb 10 times. You install it and do a backup straight away. That way all the forums have the same forumid etc. You've the same password etc. It's actually not that much work. They haven't modified anything. Just installed a theme.
I checked through about 50 .info domain submits and only found 1 site that was legit.
at the time these .info sites wernt showing any post, only the advertising part shown at the top of post, so binning all .info submits saved me a lot of time) and i whitelisted the legit .info site that doesnt have a link back
