1st Priority Should be russian Servers , but they are little bit Expensive
2nd Priority, NL Based as some Datacenter Kick-off DMCA complains
There are more Safe Datacenters but they are really slow for file sharing, You can also Use DE Based Servers on 3rd Priority, also they are less expensive with good performance

seriously, I think Asia is the way to go. that would be the safest bet. Honk Kong or Russia. or maybe south-east asian countries like Singapore, Indonesia.

- Netherlands
- Russia
- Hong Kong

These are all good offshore countries. You should find a reliable host with good support. Sadly, most of the warez hosts I've been on there are only "immature kids" running 'em, and there's no support and poor and unreliable servers with tons of downtime.
