Here. Download this plugin:

It's called "Custom-VB-page" and it's a plugin.
import from admincp to your forum.
Then go to your template > Create a new template
Name the template " page_anythingyouwant " (without the "" marks)

Open the template and then simply put in the html code you want to display
You can then access the page here:
http://yoursite.com/index.php?page=anythingyouwant

only downside to this is if you have more then one skin u gotta add it for each skin
