Where can I buy decent quality email lists ?

I want to do some email campaigns but I need 2 things:

1. A decent quality list of email addresses. (IE: Not filled with fake and impoverished nation addresses)

2. A place where I can mass email without problems.


BONUS :
Anyone know where I can get a list of FRENCH emails ?
