how to create a smartlink?

Heyo

does anyone know how to build a smartlink? That would work on wordpress sites.

It doesnt have to be as advanced as networks offer, a simple URL that when clicked would contain ~5 links that each of them are a different affiliate program. Basically an ad rotator on a link.
