Help me find the right VPS

Hello, I am pretty new to using a VPS. I started with godaddy, then realized that they have extremely slow VPS's.
So now I am search of a new one.

Whats it used for: Running 3 Programs for a game called Warcraft 3. One is a "channel bot" 2 others are "hosting bots"
There will be multi players playing a game at a time, sometimes up to several games. LOW PING/LATENCY from around the word (as close as this can get) is a must.

Requirements:
24/7 Uptime (Well as close as you can get)
3GIG of Memory
Decent Processor
Genuine Windows OS's (Windows Server 2003/8 preferably)
Server should be located in one of the following locations: New York Great Britain Netherland
1Gbps Port Speed
Low Latency/Ping for players from Europe/North America
Good Support
30GB storage
High or Unlimited Bandwith

Price: Under 30 a month

i would reccomend FoxyHosting.co.uk for this one. they have 3 core cpu on their basic plan and you will have plenty left over.. and if its for around the world, go for their NL server.
 
maybe try edis.at, i know in the details link they have OS flavors and one specific type of VPS they will do VPS using windows server.
 
Raise your budget if your looking for a plesent service, Other than that your budget is only compatible with a host ran by kids or a host that over sales because they dont care about there clients.
