Other hosts state their rates per 10,000 ($30), you state per 1,000 ($3) which is the same, you nitwit.
And as you claim yourself, then for 13 downloads (either per 10,000 or 1,000) the user should have been credited for at least $0.013. And if you claim cheating, you should post a IP report of the user in question.
