Starting a forum is going to be quite hard in the niche, its very saturated.
It would be much easier to start something else...
but if your really determined, a forum is going to take a lot of work, consistent posting, and a whole lot of feeling like your talking to yourself.
If it were me I would create a blog first then once your getting enough traffic I would add a forum to the site.

1) Elaborate more on your idea, making sure you have everything planned out. Like what your going to do to keep your site alive, if you have the funds, what are you gonna major in. What makes your site special from others? Where will I get my content from, or how i'll upload. And the most important, how could I get my site online and out of illegal issues.Etc.. plenty more to think on.
2) You gotta choose a good domain, something involving the niche of your site of course. And make sure it isn't long and hard to remember. People always love quick and easy things to remember. You must think this through properly, dont go purchase an overused term, and make your site look regular
3) Go look for a host, you gotta find out what location you wanna be located in(that's out of US District) and that ignore DMCA complaints and wont just delete your site with one issue. Making sure that it'll give you the best support and least amount of downtime. Also you gotta look at the loading time of your site.
4)Choose the appropriate script that or familiar with to start with your forum.
5) Upload everything, do the installations, and read some SEO tutorials, on site or off. Just make sure you prepare yourself for the traffic to start flowing.

I usually hate people who post what I'm gonna say, but man you just need to search the site. There are plenty of threads around explaining the answer in depth yet easy to understand. Have a little initiative
