What's the problem in the first place? did you get limited? is your paypal account legit? is it verified?

My account is legit and verified.
I can only sent money to another account from my credit card.
I want to send from my paypal balance, and i want to downgrade my account to PERSONAL.
 
What's your country? maybe that's how the system works for your country, it's same with me which is why I don't use paypal.

Anyways, you can call them and ask them the same things you told me in that reply. If your English is not so good, try asking them for an agent that speaks your own language.

I am from Bosnia, so i think no one speak Serbian, Bosnian or Croatian language.
 
You never know, why don't you try anyways? and your English seems fine, your accent might be different, but they can live with it.
 
I call them and they just want to know my secure pin.
Now all my questions is get answer. No more Personal account.
