i know exactly what it means and i am happy to explain it to you
someone have download a 400mb file then if he want to start the second download,he gota wait 4 hours,that is what 100mb/hour means,it's about the waiting time between two downloads

when I upload a file via FTP I have to wait 30 minutes to appear on my files. fix this problem, the files have to appear instantly. I can not be logged out and logging to the remote desktop every 5 minutes. put on the side of your affiliates.
