2 way linking is also called reciprocal linking. When a particular website will have your link and you will have theirs. This is considered as spamming activity.

A reciprocal link is an agreement between two webmasters to provide a hyperlink within their own website to each other's web site. Generally this is done to provide readers with quick access to related sites, or to show a partnership between two sites.
 
2 way link building refers to reciprocal link building where backlinks are exchanged between two mutual websites. This type of link building is not very useful as Google considers them as link trades between websites.
 
Nowadays 2-way linking is almost useless for your SEO, because Google is always improving their algorithms to get rid of all kinds of non-organic seo methods
