cpu usage is normal but sites are loading dead slow

CENTOS 6.4 x86_64 standard – sv79
WHM 11.38.1 (build 13)
Load Averages: 10.22 10.46 10.40

Using dedicated server and my cpu , ram usage are normal even though my sites are loading dead slow

top - 12:17:44 up 13:12, 1 user, load average: 10.00, 9.74, 10.04
Tasks: 374 total, 6 running, 363 sleeping, 3 stopped, 2 zombie

Load Averages: 10.22 10.46 10.40 is not normal :|
Optimize everything from mySQL to your website files. You can do some of this
Optimize mySQL (using mysqltuner)
Optimize httpd (Apache, by finetuning its configuration...you can get various tips all around the web)
Optimize your website files (GZip ur output content, Cache your files...set expire date a bit ahead, enable browser cache)
etc
etc
 
CPU utilization seems normal,

Check for I/O delays and slow queries, also check Apache Error Log to check any potential problems.


UPDATE : Increase cache, utilize all that free memory space, that might compensate for I/O delays too ;)
 
ram is normal and other but one of my traffic site taking too much load , i don't know how to make that work proper

Are any of them sharing sites ? like video sharing / file sharing ?

Or any other stuff which can cause CPU Wait or I/O wait ?
