Actually bandwidth ports enter India from Mumbai, you can even peer directly with Level3 at Mumbai.
If you are in Mumbai and take a 100 Mbps Level3 Connection, it would be around $500. (on a higher commit perhaps)
But the bandwidth providers here (mainly VSNL) purchase bandwidth at around $2 per Mbps only.
On home connectionhere, contention ratio is more than 4:1. Which means they sell 4 Mbps when they buy 1 Mbps (in this example)
The maximum they can put is 50:1 as per TRAI

BTW, strange thing about the uploading speed, the uploading speed is much greater than the downloading speed.
