1. Search Engine ( Topic Name + Tags )

2. Drop-down List

3. Categories ( Right Side )

4. Custom Designed Banner on Top

5. Members Can Register & Post Comments ( in Topics )

6. Members Can Post Content ( With Permission )

* These are only some of the main features - I will give you more specific details + some additional featues once you get the job.

just download a theme you like with search bar and with right sidebar..
you dont need to spend money..

mate, there's a lot of free themes that exactly what you are looking for. You can search in google. But if somebody produce what exactly you want and you have a lot of budget, why not.
