I need cheap vps for upload and download , could be in Germany it doesnt matter I don't alot of rams 512mb is ok.

Windows server 2003
512 mb ram ( I won't say no for 1gb ram )
Unmetered Bandth

and also it could be good have 50gb hdd or more please offer me your values cause if you could offer more hdd it would be awesome!

If you need vps for only download/upload, you can go with RDP.
