Nobody can tell you that for sure, but if it makes you feel better - they're not interested in small time uploaders aka those who aren't making much of a monthly profit.

I'll leave the numbers up to you, think about it, what's a small figure and what's a figure that could get you a lawsuit.

Just put a few of them in jail and that oughta cut the number of uploaders in half.
They might even just make up false cases.
