Why does FLV load much faster than MP4?

I have a server I use for testing, it has 1GBps network
I used 2 video formats: MP4 and FLV they both have almost the same size I notice that FLV load almost instantly but the MP4 takes like 35-60 seconds (more/less) before it start playing

Media info:
MP4:
General Complete name : 5603.mp4 Format - Pastebin.com
FLV:
General Complete name : 5603.flv Format - Pastebin.com
Tested with Apache and Litespeed web-server



I've seen many websites with this problem too also I've seen some website where the MP4 load instantly just like the FLV
How can I fix this?

you have to encode you mp4 so that it will instantly start.
There is an option in your encoder. It could be named "fast decode" or Streaming or s.th. else.
what it does: you can encode mp4 so that some special informations are stored at the first bits (and not somwhere in between). thus the mp4-files can load faster, since the player now know how to handle the mp4 file.
