WHMCS does not allow resellers anymore. So all current resellers have canceled the sales.

You can only go through a host now and host on their servers, they stopped their partner program recently

You guys are confused between Reseller and Distributor program.
Reseller plan is still active, however being a reseller means you can sell licenses only to your web hosting clients. No one else.
On the other hand as a Distributor you can are free to sell it to anyone. This is the program which WHMCS recently shut down. That's why many companies like licensepal and licensecube no longer sell WHMCS licenses.
