Which language is best for software development?

I want to develop school management software. So, I have no idea in programming language.

Its a very broad question and "best" is always circumstantial. If you are building a management software for your school, I would go with PHP and Lavarrel as a framework. Is it the best? Absolutely no, but for your purope I think, the ideal solution.
