Where should I buy a Virtual host for this site?

I'm considering to build a site about guitar music and music books;
All the books and music will be download via wupload.
But I just wondering if i buy a virtual host in US, will DMCA shut my site down?
I don't want this happening;
do you guy know how to solve this problem?
should i buy a host in other countries?
recommend me some if you can.

Or you could try TehHost, as they are very good, they will provide support whenever you need it, I have been with them for 3 Months from Sborg to VPS and am still liking their service

OK, I got it, I can't buy a host in US.
So, recommend some more NL or RU budget host for me please.
